They promised:
Before the General Election, David Cameron spoke of his anger about high marginal tax rates for people moving off benefits into work. The Conservative Party’s manifesto pledged to take action on this. (David Cameron, speech to Conservative Party Conference, 8 October 2009; Conservative Manifesto 2010, p. 16)
They broke their promise:
George Osborne’s June Budget increases the number of people facing high marginal deduction rates. It will leave an extra 20,000 taking home 10p or less in every additional pound they earn, 30,000 people taking home 30p or less, and 40,000 taking home 40p or less. (June 2010 Budget, Table A3, p. 69)
The Department for Work and Pensions says that George Osborne’s June Budget will make marginal tax rates higher, not lower. (Department for Work and Pensions, “21st Century Welfare”, 30 July 2010, p. 11, n. 24)
